What Is A Cosmetic PIF?

When you start the product registration process, the Product Information File (PIF) is one of the mandatory legal documents. It should be managed by the Responsible Person (RP) for all cosmetic products sold in the local or European market. The file acts as the central repository for all safety, technical, and traceability data under UK Cosmetics Regulation and Regulation (EC) No. 1223/2009.

Documents Checklist

To build your Product Information File (PIF), we will need the following documents and information

Product Description:

Please provide your product name along with any variants, such as different shades, fragrances, or sizes. We also require the product category and its intended use (for example, face cream, shampoo, or lip balm), the target consumer group, and whether the product is designed as a rinse-off or leave-on formulation.

Full Formulation Details:

Share the complete product formulation, including the exact percentage (w/w%) of each ingredient. The formulation should include the INCI names, CAS numbers where available, the function of every ingredient, and a fragrance allergen breakdown if the product contains fragrance components.

Raw Material Documentation:

For every raw material used in the formulation, please provide the relevant supporting documentation. This may include Safety Data Sheets (SDS/MSDS), Certificates of Analysis (CoA), allergen declarations, IFRA certificates for fragrance ingredients, TSE/BSE statements where applicable, and any available declarations confirming non-animal testing.

Finished Product Testing Reports:

We require testing reports that demonstrate the safety and stability of your cosmetic product. These typically include stability testing, preservative efficacy (challenge) testing for water-based formulations, microbiological analysis, physical and chemical test results such as pH, appearance, and odour, as well as packaging compatibility testing where available.

Cosmetic Product Safety Report (CPSR):

Please provide a signed and dated Cosmetic Product Safety Report (CPSR), including both Part A and Part B, completed by a qualified cosmetic safety assessor. This document is a mandatory component of every compliant Product Information File.

Manufacturing Information:

To verify manufacturing compliance, we require details of the manufacturer, including the company name and address. Please also provide evidence of Good Manufacturing Practice (GMP) compliance, such as ISO 22716 certification or an equivalent standard, along with an explanation of your batch coding system.

Packaging Information:

Please submit details of the packaging materials used for your cosmetic product. This should include specifications for the primary packaging, information about any secondary packaging where applicable, and declarations confirming food-grade or cosmetic-grade materials if available.

Labelling & Artwork:

Provide the final artwork for all sides of the product label, together with the complete INCI ingredient listing. We also require the Responsible Person’s details, the batch coding format, the product’s Period After Opening (PAO) or expiry information, and all required warnings and directions for safe use.

Claims Substantiation:

Any marketing or product claims must be supported with appropriate evidence. Please provide relevant test reports, technical justifications, scientific literature, or any other documentation that validates the claims made for your cosmetic product.

Animal Testing Compliance:

Please provide a declaration confirming that the cosmetic product complies with the UK and EU animal testing bans and meets the applicable regulatory requirements for animal testing compliance.
